Torrents ok but not

Hey everyone,

Im guessing my isp is throttling my net because torrents no longer work for more than a few seconds, i'll be able to download for a few seconds and then it will not seed or upload anything at all. Also when utorrent is active I won't be able to use the internet. My network icon at the bottom is green and saying everything is ok. In the past i've had problems with torrents not working and usually this icon would tell me somethings up. Im connected to seeds and port seems to be open. Any ideas on a specific thread to help, based on my problem?

Any help would be great.
