Bizarro torrent Problem

I've heard of all the problems with torrents causing lag and not letting you browse or whatever.

This problem is a bit different.

This computer (not mine), on this network, will not reach websites with any browser tries (chrome, firefox, ie, etc). Unless a bittorrent program (I use utorrent) is running and actively torrenting. While this tends to keep my ratios high, obviously it's quite annoying whenever there's a need to access a majority of the internet.

Not a virus.

Any help would be greatly appreciated.

Strange firewall settings?

UPnP and/or NAT-PMP enabled in uTorrent somehow activates internet access?
