Not connecting to peers when uploading

I'm not really new to utorrent or anything, but I'm having a major problem. I cannot connect to peers while uploading a torrent. While downloading, it does, but afterward it will connect to one or two peers for a couple seconds, then shows that I'm not connected to any. It will do this over and over. While connected for that short time, I'm only uploading at about 0.5 kb/s. So over a period of an hour my total uploaded is like 4 mb. I'm not sure if this is a problem with my isp. I've been able to upload before, but I haven't used utorrent in a while.
