No d/l speed all of a sudden

Hi, i'd like some help here because all of a sudden i get no download speed. I have the latest version of utorrent (2.04) and i was experimenting with some changes, unticking upnp and nat because i wanted to improve upload speed and green light becoming exclamation mark and disappearing was happening every few minutes or seconds. Then i tried again to seed in one of my uploads and it was working fine so i ticked again upnp and nat from utorrent settings. So i thought i would download something as a test, i had a bad feeling and d/l speed is 1 kb/s at best. My port is open and the test shows upload speed 471 kbit/s - 57,5 kb/s and d/l speed 1,72 mbit/s - 210,3 kb/s, normal for my internet connection. All settings are as they were, i don't understand why d/l speed reduced to none. Thanks for any help.

2.0.4 isn't the latest version.

I thought 2.0.4 was the latest because everytime i open utorrent, if there is a newer version it asks from me to install but no this time. I read several posts before i make mine and i didn't find something that helped me. I can tell you that everything was fine in terms of downloading since i chose otenet as a provider, from April 2009 since now. I test again, DHT is green, many peers are connected (first time i think so many peers connected) but d/l zero to 1 kb/s. My settings are upnp and nat checked, firewall exception checked, apply rate limit to utp connections checked, enable dht network, dht for new torrents, local peer discovery, bandwidth management, udp tracker support, scrape information and peer exchange all checked. If there is anything else i could add please tell me. Do you think i should call otenet and ask them if there is a new policy?

I uninstalled 2.0.4 version and installed 2.2 and everything work fine now. I don't know what was the problem, maybe you could think of something, maybe a bug related to 2.0.4 version? Thank you very much for your help, these frorums are really great.

You should ask around if the ISP is hostile, THEN call. Better to be able to say "...and my neighbor has the same problem also!"

Yes, i could do that but i had no problem till the time i made the post here. I have an upload speed/seeding problem but i made another post for that and i hope you could help, thanks.
