Internet stands still when utorrent active...

Hi, I'm trying to figure out why utorrent effects my internet connection so harshly..

So, I talked to someone at my isp, and apparently they can only handle 80 connections at a time, so I set my max global connections to significantly below that and it still kills browsing for me and anyone on my home network..

Another thing they mentioned is port forwarding, i found a tutorial on youtube and did it, but that didn't work, I have a feeling that I might have missed something or that there are factors that I'm not aware of... anyway, any suggestions would be greatly appreciated! :D

So I've try'd pretty much all I could find in the forums here, and am still having issues... I'm not totally tech illiterate, but I'm having issues understanding a few things.. mainly port forwarding and proxys.. and if those things are even relatede to my problem? also, it is for sure an issue with my isp... I went to a friends house and was getting 950kbs

Please, if anyone has any suggestions I would love to hear them!

a little more info:

I have a 15mbit connection, which when tested is pretty much up to that point, possibly a little slower.

I have the problem whether I'm connected through the wireless or direct to the modem

I've try'd capping pretty much everything I can think of in utorrent (transfer rate/global connections/upload)

So basically when I launch utorrent I am unable to load webpages, and utorrent is painfully slow, every once and a while spiking to a maximum of 32kbs for short periods, any input appreciated, thanks :)
