A problem with my Upload Speed

Hello.

I am having an issue with my upload speed, but being that I'm completely new to torrents, I'm not sure how to go about fixing it. My download speed is good, going at anywhere from 200 kb/s to, at certain points of the day, 1 Mb/s. However, my upload speed is painfully slow; the absolute highest it's peaked is about 13 kb/s, but that was only for a split second, and most of the time it's under 5 kb/s.

This is during the times when it actually begins to upload; however usually while seeding, even if there are other leechers, it won't upload anything at all. So far, I've downloaded one torrent, and it took about half an hour; however, I've been seeding it for nearly 13 hours since, and it's barely moved, hitting a ratio of just over 0.1%.

I've followed the UTorrent Setup Guide to a T--connection is configured and upload speed is limited (to about 1.10 MBits/s, which it hasn't come close to reaching), Protocol Encryption is enabled, and the UTorrent has been enabled by the firewall (I don't have an additional one, just the one that comes with Windows)--however, the problem persists.

I've even tried the "Forced" option under the Protocol Encryption section, and it didn't help anything.

I apologize as I know you guys have to get questions about this subject a lot. I am completely new to this whole thing and pretty much need it explained to me as if I was four.

So any suggestions? Or any other information I should first provide?
