Chinese font issue after download

Hi all, I got a new computer (win7 64bit) and I am having this problem after I downloaded some Chinese mp3s, the song names, tracks, album would not display correctly in iTune as my other Chinese mps3 from my older computer would display them fine in my new computer.

Note: I've already changed the locale to Chinese (Tradition, Taiwan) under:

control panel > region and language > administrative > change system locale

I attached an image below to show you only the "name" would show correctly in Chinese, but "title", "artist", and "album" will have weird characters. When I drag the files into iTune, the "name" will also become weird characters.

At first I thought it's the seeder, but I've told a friend to download the same seend and his file comes out fine.
