Cool 'n' Quiet & uTorrent

I found out what the issue was regarding my post in this thread http://forum.utorrent.com/viewtopic.php?id=81332

I have an AMD Phenom II X6 1090T and use Cool n quiet. In Windows one can set the minimum processor state. The minimum is 800MHz. The other states are 1600MHz, 2400MHz and the default 3200MHz.

When using the 800MHz minimum state, I experience the issue which I posted in that thread; where torrents that are actively seeding stop uploading to the peers every few minutes, but the peers stay connected and then start uploading again after some time. This can be seen in the speed graph.

The issue occurs also with 1.6GHz but less frequently.

The issue does not occur with 2.4GHz or 3.2GHz.

Wouldn't uTorrent request more resources from the CPU when using Cool n Quiet in the 800MHz state, so that if it needs be, the CPU would run at 2.4GHz and when not needed back to 800MHz? (Sorry if it is a stupid question, I'm no expert :P)

uTorrent runs fine (doesn't crash or hang) when CPU is running at the frequency of 800MHz except for this issue.

Don't know if I explained myself clearly. BTW what are the minimum hardware requirements for uTorrent? Couldn't find them in the FAQ.
