slow browsing, pc, and no responsive programs

Hope someone can help. I have used all the popular bittorrent clients and I keep getting the same issues. I can browse and and use my computer fine,however soon as I run bittorrent, vuse, and now uttorrent I keep getting the same results very slow browsing(if at all) and a slow pc. If I try to close a browser window or bittorrent client program it freezes up on me.

I'm running Windows XP Home service pack 2. CA Internet Suite 2010

My CPU Usage is anywhere from 50-96% only when utorrent is running
