Down speed weirdly plateaued (not isp throttle)

hello, all. i'm hoping someone can help me with a weird glitch/bug i seemed to have developed. i've been using utorrent for a few years now and was regularly having dsl download speeds btw 500-600 kb/s using version 2.0.3.then a few weeks ago my down speeds started topping out at 150 kB/s for no apparent reason. if i ran one torrent it was 150. if i ran four torrents the sum of the four was 150. i tried all the advice i could find in the forums but got nada. the glasnost test showed no sign of isp throttling. i upgraded to 2.2 and the problem persisted.

here's where it gets weird. my setup guide seems to have gone completely whackadoodle. it is currently set with an up speed of 573.44 kbit/s but every time i run a measurement labs test i get up speeds of 681.56 (83.1 kB/s) or higher and down speeds of 1.33 Mbit/s (163.2 kB/s). yet, when i try to save and close these values they don't seem to be saved. i open the setup guide again and it's right back to 573.44 kbit/s. another weird thing is when i run the spped test at dslreports i get values closer to what i used to have; upload speed of 635 kB/s and a download speed of 1276 kB/s.

i am at my wit's end. any and all help would be greatly appreciated.
