:/ port doesn´t open an i have 0.2kb/s of download speed upload is ok

i tryed everything, i made an exception in my router to the port i´m using, in my norton firewall, and in windows firewall but this one is norton that manages. i can´t open port it says that it stiil is possible to download, but the speed is very very low....when i make the test connection, on network it gives me a orange wright check with a cross on it, with the message above, i have win 7 64bit, this happend this weekend, after everything was ok. i don´t understand why and my download speed is terrible.....i got a green wright check when i make the speed connection to the server i choose, only network is with this error
