Low Seed Connecting ( maybe Router Block )

Good day is there a way to bypass the static IP forwarding ??

sharing router & internet with neighbour ( password protected )

connecting to low/no seeders, current sample (( S 0(995) P 5(788), S 0(720) P 4(790) ))

Download rate 231.5 kb, ( limit 670 ) download speed 69.9 ( not same as mentioned above )

but S 1(67) P 1(29)

It there away to fix this ???
