Not getting caught

Hey, I live in a dorm, and they have a tech guy that fines people for downloading music because it clogs the network but I got told by some people is that people don't get caught because they have more seeders than leechers?

So my question is, is there a better way on not getting caught? And is there a way to use only seeders when downloading on?

I use utorrent 2.2

I would say use proxy setting with all the boxes uncheck but only for the proxy setting used that way your not transmitting info they can find. I used a proxy server not in US or Canada it is slower but works. Don't know how it works on campus so that will be up to you if you want to use it. Proxy server probably in this case would be better as you can still DN/UP but doesn't give out your IP but the proxy server and in anycase you can just find another proxy server and use that one again.
