Torrent speed slow.

Hello,

The uploading/downloading speed of my university is 15 mb/s. (speedtest.net)

but when using torrent it only gives about 50kb/s per file regardless of the number of seeders.

I know it should not be this slow because I use extremely fast private torrent network and back home with slower internet speed (3mb/s) achieves average speed >500kb/s with the same torrent file.

I noticed the speed fluctuates a lot I.e. sometimes jump up to 300kb/s then back down to 30kb/s. Could my university slowing torrents down? I tried to enable forced encryption, turned off DHT, uTP, and changed port but there was no visible difference in terms of speed.
