1.5 dl speed exceeds set max speed

Hi all,

First of all thanks a bunch for making and maintaining µtorrent, you guys rock !

Now to the problem: Since I upgraded to 1.5 I've often noticed my download speed exceeds the global maximum download rate set in the Preferences>Network section.

For instance, my global max dl speed is set to 320Kb/s and I'm presently downloading a torrent @ an amazing 384, with a loss of synchro and connection about every 10mn...

Setting the dl limit directly in each torrent's properties does the trick however, but it seems the general setting is somehow inactive.

It's nearly impossible to cap download properly, that's why.

It worked with the previous betas though, at best there were ponctual jumps but never such a consistent difference...
