Uneven Upload Speed - Patterned - little help, please?

I am using uTP v2.2 on XP SP3. Max half-opened TCP connections SYS file is unpatched.

As far as I can tell, the firewall in XP is disabled.

The connection to the PC is routed but the port is forwarded OK. I can DL with no problems whatsoever.

When uploading I got the picture below.

That picture was generated uploading to 3 peers. The UL speed is not important because I am bw-constrained. The problem is the pattern. Each client maxes out the bw then it drops to zero. Then the next client maxes out and then drops to zero. And so forth. Sometimes two clients max out and then drop to zero. The final result is the pattern you see below.

I tried setting:

bt.tcp_rate_control to FALSE

bt.trans_disposition to 13 or 5 (to disable uTP outgoing or completely)

But made no difference. I also played with the half-opened seting in uTP with no impact whatsoever.

I also checked System Events, and there is only one lonely TCP warning: "TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempts." So, I don't think this is the problem.

Basically, whatever I do, makes no difference.

Help, please?
