Download speed cap not working right

Hello, I'm new here, so what's up?

I did a search and checked out the setup guide but I didn't find an answer, so here goes.

When my download speed is not capped, it levels out at around 1.1-1.2 MB/s. When I set the cap at 750kB however, it goes all the way down to 300-400 and hovers around there instead of around 750.

I'm on a mac, OS X 10.6.6 and using uTorrent version 1.0.2
