speed test

i am i calf. and when running speed test in utor to mountain veiw all configs turns green,

but if i change to los angeles my configs turn red (top) and yellow (bottom)

is there a problem with my ip provider or my pc, or utorrent?

either way, i can upload and download.:/

utorrent 2.2 is the version

windows xp sp3.5 with all updates
