Utorrent slows down internet connection ONLY on my computer

Ok, this just started happening and it is driving me nuts.

I am using Utorrent v 3.0.0.25217 and previously with 2.2.1 (I think, whichever is the current "final release")

I am using Firefox 3.6.16.

I have a windows 7 machine running 64 bit.

I am using Eset Smart Security 4.0.314.0.

I have a Ubee Gateway DDW3611 hardwired.

My connection speed is normally around 16-20Mbps and up is around 1.89 through Time Warner Cable.

If any other information is needed please let me know.

Problem:

When I open up uTorrent it starts up and runs just fine. However, if I attempt to load any webpages (including www.google.com) it will not load the webpage. If I try to run a speed test at speedtest.net or speakeasy.net/speed test or a ping test at pingtest.net I will get errors. (I already have the pages loaded and ready to go)

If I close uTorrent everything will go back to normal in about 30 seconds. Now, here is the kicker. It will slow this computer down and only this computer. I can still watch Netflix, on any of my wireless devices, my wife's computer, wired in next to mine, and her netbook wirelessly will still pull down 15+Mbps speeds.

I have searched for two days in these forums and using google to try to fix this. I have fixed it where now uTorrent will run the speed test to Dallas and configure my speeds properly. All of the ports are open in Eset and in the modem and I get the green check mark. I have tried doing all of the solutions I have found but none seem to work for me. I am pretty good at trouble shooting stuff, so when I see how to do something on a different version of a program, like Eset, I can usually figure out what has changed and do what was outlined in the older version. The problem is now that I am afraid something I have changed along the way is now affecting the previous solutions.

I am at my wits end. I really need some help as I like to continue seeding after I have completed my downloads (which I now only do while sleeping). It is just impossible to use the internet.

If anyone can help me troubleshoot this I would greatly appreciate it. I am at my wits end trying to modify and apply fixes that do not directly apply to the software hardware that I am using. I am willing to provide any and all information anyone else may need to help with this matter.
