Downloading while no torrents are active and DL cap not working

Whenever I turn my uTorrent on, it starts using up my bandwidth, even though the torrents are not active. I tried to cap the download speed, but it doesn't work at all. This happened in the latest version and I downloaded the 3.0 beta to see if it would fix it, but it didn't.

Your screenshot doesn't show the "DL speed" or "UL speed" columns in the upper panel, and you also haven't provided a screenshot of preferences - bandwidth.
