What should I set my Download and Upload speed to, to get more speed?

Currently the torrent I am downloading has 11 (83) seeds and 164(554) Peers, What should I set my Upload speed to, to get a faster download speed? I will appreciate if anyone can help. And by the way, how to these seeds and peers work and how do they effect the speed?
