"Prioritize by File Order" doesn't start download

I hope this is a bug and not a "feature", since it introduces incosistent and unintuitive behavior..

Steps to reproduce:

1. Open a torrent with multiple files, but select only some of them for download

2. When the selected files are downloaded, the torrent will be moved into "completed"

3. Select some previously skipped files and choose "Prioritize by File Order" from the context menu

The files get marked with their priorities, but the torrent doesn't restart downloading, and the "start" button is inactive. In order to get the download to start, you have to select a file a set its priority manually.
