Prioritize by file order does not work on small selections.

I'm using version 2.2.1 build 25130.

When selecting 3 files that are currently set as "skip" priority, right clicking one of them and choosing "Prioritize by file order" all three will be set to "high" priority. Correct behaviour would be for the first one to be set to high, second one to be set to medium and third one to be set to low.

When selecting 2 files priorities should be high and low.

When selecting 4 files priorities should probably be high, medium, low, low although high, medium, medium, low is also acceptable.

My use case being I only download a few files a day, and may decide to start using the first of the files before the last one (being the third one) is downloaded.
