No network communication over the torren client.

I have downloaded several torrent clients utorrent, vuze, mediaget, but i don't have any communication with my network or internet connection. I mean i don't have network connection directly to my p2p clients. I get internet to all other my applications. But my p2p clients or client are blocked from communicating the network. I have checked the Firewall and it is normal as it is (NO RESTRICTION). The strange thing here is sometimes i get the network connection to it another times i never get network communication to my torrent client, this is strange.

I am using a Windows 7 64-bit _PC And utorrent version 3.0 (I have tried all the methods of torrent clients upgrading and on downgrading non of them work).
