Exact same uTorrent "install"/settings 1 download. 2-3% on Win7... I strongly suggest you review my recommended settings (in my sig) and use them or copy the file (mainly the disk cache things... ).And eliminate any interactions by AV/FW... Something is wrong. I am not saying 3.1 does not have an issue (it most likely does.. ) , but it is something in YOUR settings/environment/torrent that triggers it.Did you try my settings.dat file ?
