Keep getting the process cannot access the file error

Hello,

I use foobar2000 so i added my incoming torrent folder to library of foobar2000. I thought that was the reason why i had been keep getting "the process cannot access the file because it is being used by another process." error but after i closed the foobar the error stayed the same. Can you please help me out. Here are my logs that i got from hijackthis:
