speed in downloading a transferred file

Having a problem reaching anything much more than express tortoise speed in downloading a file being torrented from one computer to another. Both computers function otherwise at upwards of 150 kbs.

is there any setting to be tweaked in order to get things moving along? Appreciate all help.

Where are they relative to each other?

They're distant - 30 kms or so in N Italy

Not being too familiar with the tech stuff I followed the instructions for file sending ("send file" that created a torrent site - tinyurl.com/5rnpppt - to link to then input "copy" and download began at the other end but very slowly. Unfamiliar with jargon and reluctant to tweak settings when I don't know what I'm doing.
