speed issues

Being a relative newcomer to p2p if anyone could help I would appreciate it. Basically when I run a speedtest without any other window open, I average 9 to 9.5 mb, however when downloading with UT the same test from speedtest.net reports about 1.5 to 2 mb. is this my isp throttling my connection or is it a normal consequence of down/uploading.
