Upload speed problems - please help

A little help please if possible.

I'm not new to torrents but am by no means an expert.

I guess i have been using bit torrents for more than 5 years and have always prided myself on the amount of seeding i do for the community.

Since my last PC rebuild my seeding stats are :-

Total uploaded 1.13TB

Total downloaded 54.7GB

Total Ratio 21.14

Running Time 3677.02 (about 5 months)

I'm pretty sure if someone cared to do the math they'd see that I leave utorrent running 24/7 and usually seed at a speed of 200kb/s.

Now I seriously haven't changed a thing but recently my upload speed has dropped to practically nothing (currently running at 0.98Kb/s)

What I do notice is that I appear not to be connected to any peers. Of the 8 torrents I am currently seeding, with a combined total of more than 5000 peers, only 1 torrent is seeding to only 3 peers. There are times however when I see my upload peak again to above 200Kb/s but this is just very fleeting and is over in a matter of seconds.

Again, I feel I need to reitterate, I have not changed anything. And was beginning to think that it must be my ISP but then I ran Utorrent on another PC running downstairs, on the same network and internet connection as my upstairs pc, and voila... 200+ Kb/s.

I have tried a complete re-install, upgraded to the beta version 3 but am getting the same results.

Downloading is not a problem and I achieve over 1Mb/s on downloads. It's just the upload speed.

Any suggestions anyone please?
