"Limit seeding rate to" vs. "Limit [upload] manually to"

I have searched all over google and the forms but cannot find an adequate explanation of the difference between the two options in preferences. Does one override the other? Is the seeding option for torrents you've finished downloading on an individual basis or does it only take effect when you're not downloading any torrents at all. Or does it have to do with torrents you've created? What's the purpose of having both options and which one would be higher intuitively and why?

Thanks

It is what it says it is.

I think you overlooked part of the description of what the first one says, because it's pretty clear what the difference is.

"Is the seeding option for torrents you've finished downloading on an individual basis or does it only take effect when you're not downloading any torrents at all"

Look right above it in the queueing preferences, it clearly states: When Utorrent Reaches the Seeding Goal. So for torrents that reach the seeding goal, you can either make the torrent stop automatically, or simply cap the speed to your liking.
