Speed Dropped Down after updating to 3.1 (26616)

Hi ,

I have tried all the Guides you showed and searched for but the speed still the same no changes . that problem happened when I updated the utorrent from 3.0 to 3.1 (26616) is there any bug problems or any other problems ?! the ISP is not blocking the torrent speedsor lowering it ... help

ok let me show you what I did exactly:

my connection speed is 1.5 mb and the upload speed 765 kb

now:

1- contiguring the connection:

a- tried to configure and the result was the same to upload and my port forwarded by PFConfig and gives me green .

2- protocol enabled and checked the allow legacy .

3- added the firewall to windows for utorrent

4- tested with big torrent and still goes up but suddenly goes down fast from 100 kb/s to 9 kb

5- nat and upnp enabled.

6- static ip is always I have

and still no update with speed
