Speed ups and downs. Extremely frustrating!

Hey everyone, I am having very frustrating problems with my download speed! One minute its up (around 100+kbps which is good for us) then one second later its 10kbps or less! And I can't figure out why its happening! I have done a speed test and these are the results:
