Seeding question

Hi i know this is probably a daft question but am just wondering why i am seeding so slowly and if anyone can explain how this works.

I have 2 torrents in utorrent atm.. a file i d/l'd recently.. and a file i have uploaded myself recently.

The d/l'd file i have stopped so that i can focus my speeds on the new upload i made recently however with only this one file active and 4-6 peers connected the most i am uploading most of the time is about 10kbs, the only reason i can think of why its so slow is that the peers connected to me have really bad dial up internet or something but surely not in this day and age.

My upload speed normally hits 400+kbs and whenever i start the other torrent i have in utorrent that shoots up to 400kbs straight away so i know i dont have any problem my end. But why are the peers connected to me on my uploaded torrent so slow?

Oh and yeah a couple of people got full speed from me on it last night and completed quickly so i know that everything is fine but just wish i understood how this works or if it does simply come down to peers having really shitty internet connection.
