Using the 'skip' feature effectively to avoid incomplete downloads

When terminating abandoned torrent files containing partial downloads using the 'skip' feature, how can I insure that incomplete files are discarded and only complete files end up in the Completed Downloads folder? I can't find any suggested procedure in the forums for orderly 'skipping' and getting (forcing) the (parent) file out of the 'Downloading' folder.

BTW, I have never found an app that can detect an incomplete audio frame and mark for deletion. I have hundreds, if not thousands, of incomplete audio files in my music library that elude easy detection...
