i have seeds and peers but it doesn't downloade

so i have this problem fore a wile

first i had the 2.2.1 and thinking it was that so i instals the 3.1 stil the same problem

example i have 47 seeds and 143 peers

doesn't use any of them so it wont downloade

You do not provide very much info. Can you download other torrents? What I mean is - Does uTorrent work with other torrents? Are you having problems across the board?

As far as I can see, the numbers (seeds and peers) only give you a (good) hint that you maybe able to get the data. You must remember, a torrent client can set the number of connections he/she will allow to a each torrent, they also have the ability to limit the up-load speed. A trackers may inflate the number of seeders and peers. They may also count scrape requests on a torrent.

Try to find the data in another torrent from another tracker.

evry torrent doesn't work even a file i downloaded a fiew times before he doesn't want to download them now

So what has changed on your computer? Have you read the FAQ? Tracker status on the tracker tab? Can you provide screen prints? Have you added new software? New firewall? etc. Please provide some information so somebody can help you. Just saying it doesn't work - does not help you or anyone who wants to help you.

Note: Whether you have download a file in the past really does not mean much. Read my last msg. There might not be any available seeders that are ready to seed to you. Remember they can limit the number of connections - plus their upload speed. And the stats reported by the tracker may be old - or bogus. You are not providing enough information for anyone to point you to the right direction.
