torrents capped to 500kb/s !! please read

Hi, i've been downloading torrents for like 3 or 4 years now

All my torrents have been capped to 500kb/s, literally never gone OVER 500kb/s, its like I can go over it, but my computers not letting me. I know its obvious, its my ISP but I just wanna confirm.

My isp is BT, and Bt is a bad isp according to the Vuze Wiki. http://wiki.vuze.com/w/Bad_ISPs#United_Kingdom

My friend who lives 1 road away has the same download speed as me, the same BT package (20mb and unlimited download, which is the best in the area, btw where i live theres no fibre optic), he gets 500kb/s capped too lol. Here are my speedtest results:

PING - 89MS ( I DUNNO WHAT THIS MEANS BUT WHATEVER )

DOWNLOAD SPEED - 4.7 MBPS

UPLOAD SPEED - 0.62 MBPS

Is your upload traffic rate limited?

There is no indication that your ISP rate limits your uploads.

Is your download traffic rate limited?

Your ISP appears to rate limit your downloads.

However, some of the measurements were affected by noise, which limits Glasnost ability to detect rate limiting.

Details:

So yeh, WUTS THE PROBLEM?
