Freezes occur when limiting download(which doesn't work)

Utorrent won't limit the download speeds correctly. My max connection speed is a constant 1.9Mb/s, and if I limit it to ANYTHING but max, the download speed will drop to about 100kB/s and never move any higher.

Also utorrent freezes my computer randomly. Sometimes at 99.9% completed download, other times when I start/stop/pause torrents, other times just randomly. A "errrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr" sound comes through my speakers when it happens.

Freezes occurs more often at random times when I try to limit the download speed. Like every 10mins or so.
