99.9% Persistent Issue

I've been reading the forums and I see that a lot of people are having problems with torrents stopping at 99.9% and someone suggested to check "Limit Local Peer Bandwith" which seems to solve the problem for them. However, my problem is that in the Mac version of the software this option is simply not available and would like to know if it's called differently or if there is any other solution to this issue. Thanks.
