Remove old torrents plugin?

not sure if one exists, or if this has been discussed already. did a search here and nothing popped up.

the idea is to have a plugin or resident scanner that can detect torrent files that have no corresponding data to go with them and can be safely removed. sometimes there can be several hundred of these dead files laying around on the hard drive and it would be nice to be able to find them all and clean them up to make room for more data...

so, is this possible? has it already been done? im not finding it using G@@gle or the search function here so i thought i would ask...
