Simple - don't use them. They don't work unless you start them by using them.

The fact remains that utorrent still runs a http server on my computer. I want it not to.

I don't use streaming but the http server is still running. It replies:

HTTP/1.1 400 ERROR
Connection: keep-alive
Content-Length: 17
Content-Type: text/html

Any way to turn it off?

You're just going to uT's listening port, right? That's just how uT gets incoming connections. It just happens to respond with a valid HTTP response if you aren't a torrent client.
