My uTorrent so slow!!!

Hello all, im newbie here.

So, i download the latest version of uTorrent 3.1.2

Then I go youtube trying the uTorrent setting.

Tired of tweaking. I still download with a speed 1.0 kb/s

I have a 512kbps speed and using D-Link DSL-2640B SEA1.01

If I use the direct download like mediafire I got maximum download 50 to 70 kb/s

But when download torrent just 1.0 to 4.0 kb/s

Please help me anyone?

Thanks. But I need help with 3.Setting up a static IP

What does it mean? Reduce the ending IP by one?

My DHCP IP ADRESS RANGE: 192.168.1.2 to 192.168.1.254

So, what I need to do here?
