Upload but not download

I have been using utorrent for about a year and everything has worked ok until the other day.

My upload speed of torrent I'm d/l is 299.6 kB/s which is normal.

My download speed now is 8 kB/s when normally it is between 1.5mb and 2.0

None of my settings have changed which worked for a long time.

Seeds 41 of 1865 (4913 in swarm)

Peers 110 of 18530 (18226 in swarm)

I don't get why no speed now.

Green check is there and did the tests and came out ok and port is forwarded.
