uTorrent use proxy settings from IE instead of own settings

uTorrent (tested 3.1.2, 3.1.3) use proxy settings from IE instead of it's own settings. When proxy in IE disabled, uTorrent can't d/u at all.

Those proxy settings look bogus.

PC with NetBios name Server is local internet gateway with proxy installed on it.

I do not know how to prove that the same settings in IE work.
