Limited Bandwith -> Very low download speed

I noticed the past 2 days in utorrent 3.1.3, that if i limit the download speed, the download speed drops to very low numbers, while if i dont limit (0) the download speed raises up to 8 mb (my actual bandwith). Im not sure if this affect to upload speed as well, since i am uploading things that have only a few leechers.

So, i thought some important bugs were fixed in the past versions of utorrent, and i encounter that the "disk overloaded" bug is still there?????? omg. So, if i limit the download speed, my download speed drops significantly, and if i deactivate the download limit, the diskoverload bug apears. How can be possible that version after version utorrent gets worst?? i cant even download small files, the "disk overload" bug appears 10 seconds after i start download anything... so, it happens that i was using utorrent 2.x precissely to avoid this dumb bug, and when i change to the last version, there is it again. So utorrent forums doesnt support older version of utorrent but they do support the last versions that are by far worst than the older ones..
