Rate limiting past seeding goal fails when using stream

After I click the stream button on a torrent it no longer honors the rate limit for torrents that have reached their seeding goal. Also an [F] appears next to the 'Seeding' bar, I'm not sure what that means.

EDIT: Windows 7, UT 3.1.2

EDIT2: Just discovered what [F] means. I think the problem here is that uTorrent doesn't switch off 'Forced Start' after the stream has finished downloading.
