Not sure what area this falls under except speed and connection

My download rates since I upgraded to Utorrent plus have been really low, and it crashes all the time. When I used the free version it never crashed, and I used to get up to 1.8 MB/s on downloads at times, but averaging around 897kb/s, now since I started with Utorrent Pro my average download speeds are around 250kb/s. I reach as high as 900kb/s, but only for a few seconds, and then it's back down. That's another thing. I notice that all of my downloads go down to 1.2kb/s together and idle there for a while, and then go back up together. this is more so since I've started Utorrent pro as well. it's like they go up and down, all together. I have Comcast cable internet in Baltimore, Md, not really sure my connection speed, but it usually says around 4 to 5.1 Mb/s. I'd just like to know how I can increase my speedsa, and keep the flow running steady, instead of the all up and then all down, and when it goes down it stays down for sdometimes up to 10 or 15 minutes. Utorrent Pro has drastically redcuced my up and downloads time, and I'm not sure why. I have reset my firewall exception like suggested, set an upload limit (global max and per torrent) done pretty much everything suggested, but I am not a whiz when it comes to the settings of programs, so I could use some advice.
