Utorrent only letting me download at 0.1 kb/s why?

Well I want to download wrestle mania 2012 and discovering that rapid share have stopped people downloading more than 30 kb/s I decided to go back to Utorrent thinking it was good.

Well for some reason when I'm downloading it's only download 0.1kb/s so I'm wondering of anyone can help me make so it's working and downloading correctly. Before a few months back I was downloading at 700-800 kb/s but then uninstalled utorrent and now I want to start using it again but how can I with the awful download speed. So how do i edit it so the speed will improve again because surely there's something wrong the setup if it's downloading that low
