Uploading problem

My upload rate is always low 0.1-0.7 kB/s as displayed in the bottom right corner.

I have tried nearly everything:

Port is forwarded and allowed

Legacy connections is allowed

Protocol encryption is allowed

Global number of maximum connections 561

maximum number of connected peers 224

Maximum upload rate 242

number of uplaod slots per torrent 7

Here is an example:

Seeds 0 of 121 conneted 111 in swarm

Peers 0 of 36 connected 8 in swarm

Every so often it will connect to a peer and increase upload rate for a few seconds then drop again is there any way to fix it so i have a constant upload rate that is at least semi decent

Chronically overseeded torrent. No amount of tweaking will help.
