Only downloading one at a time

Hey, I've just got a new laptop and i installed uTorrent and it will only download one torrent at a time. I've read all the posts here about other people with the same problem and nothing is fixing it. My settings are as follows:

max active torrents = 6

max active downloads = 5

upload limit = 90 kB/s

connections(per torrent) = 100

upload slots = 6

connections (global) = 450

All of these were set by uTorrent in their guide. Any help is greatly appreciated. If you need more information please ask.
