uTorrent download speed having A LOT of fluctuation.

Maximum upload rate (kB/s) : 628

Global maximum number of connections: 1174

Maximum number of connected peers per torrent: 500

Number of upload slots per torrent: 7

Maximum number of activate torrents: 4

Maximum number of active downloads: 5

Everything on Options -> Preferences -> BitTorrent is enabled besides Limit Local Peer Bandwidth.

Outgoing protocol encryption is set to Enabled and allow incoming legacy connections is checked.

My download speed has been fluctuating anywhere from 400 kB/s to 1.5 mB/s.

What generally happens is my torrent will peek at the beginning of the download and then drop down to 400 kB/s for about a minute, climb back up to peak and start dropping down again.

I believe to have the port open under my Setup Guide, the port being 57435.

I went ahead and checked out the guides.

I set my settings to "conservative" from one of the links.

Upload limit: 140 kB/s

Connections per torrent: 60

Max active torrents: 8

Upload slots: 7

Connections global: 250

Max active downloads: 7

Port is open.

Disabled bt.tcp_rate_control.

Ran the Glasnost test with no problems at all on throttling from my ISP.

Also, my torrents are always stuck at "Queue" it seems for the status.

I end up having to Force Start them.

net.max_halfopen is set to 100 and I haven't altered the TCPIP.sys.

My antivirus is Avira free and my firewall is only the built in Windows Firewall.

My ISP is Time Warner Cable.

My modem is an SMC Network 8014wg, I believe.
